Hope your email program is advanced a little so you can see color since this is not in HTML but in 'Plain Text' format in case you want to pass it on and discredit me on biblical proportions that I am lying with my answers. It seems that you have taken in upon yourself to defend NASA from Richard Hoagland and his claims.
No. He attacks NASA. I take issue. On balance, this is fair.
Hoagland is an interesting figure, with some valid arguments about Mars and the Moon,
None. He immutably states a fact. He uses the very source (NASA) as his proof, but this is strange since this is the source that is lying about Mars and everything else. He needs to take his own photos then, instead of using the 'liars' photos. This is a conundrum he has painted himself into.
and some off-the-wall ridiculous propositions, like Hale-Bopp and the December 7th landing. Your attacks on him focus on his faults(which are many) but forget to mention some obvious points.
1.While Hoagland is the most recognized proponent for the artificiality of structures on Mars, he is not the first or the most scientific. The proponents include:Dr. Erol Torun; Professor Thomas Bearden; Vince DiPietro and Gregory Molenaar; Dr. Mark Carlotto; Dr. James Erjavec
You fail to mention the folks at JPL who first mentioned this when the photos were coming in 1976. I mention no faults. The personal data against Hoagland are from people who requested for me to use their data in my debate on Bell since they have failed to ever get a voice after repeated requests to do so. I have accommodated them as best as possible. They do not want to use their names publicly as they are physically afraid of what Richard C. Hoagland has said to them in the form of threats. I personally don't subscribe to this--which by now should be rather obvious If I was threatened by anyone, any place, I'd go and see the accuser up front and personal and asked where is the beef. Simple. I still fail to see a face in the latest photos from JPL. I still hold, rationally I believe, that the vote must hold off until we stand on Cydonia with a few backhoes and such and see for ourselves what is there. This is fair since there is 143 million miles between us and Mars and this distance effects what we are able to see for certain with our eyes. At 6 miles from my home is a 'Face' on the side of the Mission Mountain Range to my east. We all see this everyday. It is not artificial. It looks like a human face in broad daylight at 6 miles distance. It is a rock formation. It is entirely possible the varved escarpment on Mars at Cydonia is a varved escarpment, based on what we know and what we have to look at for reference on Earth.
2.Why does NASA, a supposedly open government agency hoard the use of our resources and give exclusive use to its hand-picked friends in the private sector(i.e. "Principal Investigators")? The Hubble Telescope, IRAS and all of NASA's other toys are the property of the American taxpayer. When was their ownership signed over to Dan Goldin, Michael Malin and their clique?
I do not understand this question. Dan Goldin is the Administrator of NASA. Malin is a free agent contractor as myself. NASA went and took pictures of Cydonia as requested. The results are at JPL. Where is the beef? I pay very hefty taxes too since I am self employed. All NASA workers including Goldin pay taxes also. So does Malin. This statement you've made escapes me.
3.Why does NASA no longer carry LIVE broadcasts from the Shuttle?
Because they are the smallest government agency and they do not have the funding to carry all feeds from Whitesands transponder and the other on orbit relay feeds. The USAF has also raised the fees for this service to use their hardware and NASA could not get congressional budgeting for it on a regular basis. To you and other serious people who rely on this service for keeping in touch with on orbit activities this is a rotten loss. Within NASA, they have a fund tank for folks to contribute to the public interface since so many NASA employees have families that want the live feed. They rely on mission tapes now, most of the time. This feed was also how mission crew families were able to watch their loved ones on orbit. Now, they get either the tapes or still photos. If you want it back, write congress since they are the funders.
4.Why does NASA only release a trickle of images from Hubble, IRAS and MGS when these instruments are in almost constant use by NASA?
Hubble is in use 24 hours per day, 7 days per week, all year long and is never ever down unless for repairs or new plugins. Actual usage by NASA and its centers is on a sign up basis. This means for 36 hours the University of Hawaii may have look time reserved. Next, maybe the University of Tokyo. Then, NASA's Goddard may have 4 hours reserved, then some other private venture. NASA's actual on air usage of HST is about 10-15% of the time at most. The waiting sign up list is long. Anyone can reserve air time on Hubble. A list is available for requesting reserved time. What others do, which is 85% of the users of the device, is up to them regarding photos. NASA elects to post all photos from HST publicly. However, this is a small percentage of the returned images that could be offered for viewing.
5.Why was NASA obsessed with the constellation Orion(as correctly pointed out by Hoagland), and why did the original Apollo logo carry a prominent image of Orion?
Hoagland pointed out nothing. This statement that he did is a oxymoron in and of itself. Think about this statement. If it was there for all to see, it was then posted there for all to see. Period. Be logical. The forerunner of NASA, NACA, 1958, designated Greek symbols for space flight because this made more sense than naming or referring to mission and other flight off Earth by names of flowers, or plants, or bridges. There was no metaphysical tie in to symbolism in this. Few know that if you talk to visual astronomers, which are few in number, they do not go by constellations for stellar reference but by star locator mapping and celestial dynamics.
6.Why do many scientists believe that NASA is withholding images of Mars?
I don't know. I watched them come in by vector from here on my other Mac set up for such via link (not the photos, but the digital numeric vector) and they all came in as sent by number. It would have been impossible to 'delete' something coming in all at the same time from space selectively. I wanted to see how many photos were coming and I could not get resolution time to JPLs database to see the pictures as they came in for resolve since I have nothing o do with JPL work wise, but the numbers of those that got developed and the vector signatures for numbers of photos gelled to the number. No bombs or errors or missing photos.

Scientist Says New Mars Photos Being Withheld

Vincent DiPietro, who worked for NASA's Marshall Spaceflight Center for 23 years, claimed recent photographs taken by the Mars Global Surveyor were being withheld from the scientific community. DiPietro, a scientist who was first to evaluate photos of the surface of Mars taken by the Viking landers in 1976, cited a September Space News report on the growing number of planetary scientists disgruntled over the slow release of photographic data from the Mars Global Surveyor and "suggested that new images were being consciously withheld.
This is a fabrication. Their is a 6 month waiting for selective review of all photos by the prime contractor. This is for all government contracts made with the public. Malin or whomever is the prime contractor has exclusive rights to make any financial gain from any data so garnered. On the art side, I have every right, even though NASA owns the original oil, to get any proceeds from the exposure of my paintings in any fashion I deem plausible and useful to my benefit. This is not uncommon---its the way it is done. The prime contractor can release the photos the second they are developed or the last second of the 6 month grace period. This isn't a NASA rule. This is all government in all agencies.
Images are radioed to Earth and downloaded by Malin Space Systems, Inc. of San Diego, California, NASA's contractor. DiPietro criticized MGS camera operator Michael Malin, whose (NASA) contract gives him a six-month proprietary embargo on the images. He and other scientists reported Malin had taken numerous photos of the so-called Face on Mars, other than the single one released by NASA in April, that appeared to reflect natural terrain rather than artificial features. "This leads me to believe that we are not getting all the facts from Malin Enterprises," DiPietro said.
See above. By law, Malin can do whatever he wishes. Within that 6 month period.
7.Why does a private company get a 6-month exclusive "review period" for images taken by a half-billion dollar satellite belonging to the American people?
Congress set and passed this law.
What possible commercial or other value does Malin gain in those six months?
I don't know. Ask him. He is a very profound and solid man. I trust him implicitly. He has worked very hard on this project and I do admire him greatly.
Does he get to make his own line of Martian t-shirts or breakfast cereal? Science is supposed to an open process where all people can participate. Scientists in various disciplines should have immediate access to these images.
Then bring this up to Congress. I agree.
8. Why does NASA orchestrate an unscientific and blatant attack on the Cydonia researchers?
They do not ever. They postulate over and over. Think this through. Are you referencing Hoagland's Space Program photos of Cydonia, or NASA's. Since I'm nearly certain it is NASA's photos, since I don't think Hoagland has a space program personally, then they have taken the stand it is a geo-physical structure until proven otherwise. I agree. This is as fair as if someone categorically stated "it is NOT a face." I think we have to hold off until we get there. Is this remotely fair in your mind. If there was no NASA photos, we wouldn't even have this discussion. Isn't that at least to be considered?
Why does NASA, to this day, maintain the ridiculous argument that the Face is a trick of light and shadow?
Because at 6 miles away the rock formation the Mission Range is a trick of shape, light, and shadow. If this anomaly occurs here, and it does millions of times on this planet, it stands to reason it occurs elsewhere. But I'm talking a religion here. I have no further explanation but what I offer and since you and the rest are the real experts, somehow at 143,000,000 miles you can do what I cannot. See a face in the latest photos. I see a varved eroded escarpment in very sharp relief with water effect and wind and erosion. It shows a heavy encroached area by wind and storms in the 22 years since we were there before.
I have studied Cydonia under pretty well founded conditions and I do not find NASA's assessment ridiculous at all.
Dr. Stanley McDaniel has tracked NASA's peculiar and unscientific behavior in regards to Cydonia and makes several important points. First, Dr. Sagan did a propaganda piece in Parade magazine, which showed a deliberately distorted version of the Face "which had been processed using false color in such a manner as to diminish the resemblance to a face. This doctored image was then used to refute the reality of the facial appearance by claiming it was an image in which the face disappears."
I would use the doctored photos on Richard Hoagland website of the latest photos of Cydonia to see if there is a artificiality to it. My art side says no. Even when I have played with it on Richard's site. In the 1976 photo it looks just like a face, with the photo grainy, strong obtuse lighting, and the high altitude photo resolution. Close up, the hillock looks more for what it is.
Second, Dr. Michael Malin posts an article on the web that seeks to disprove the existence of "teeth" in the Face, as shown by Dr. Mark Carlotto. Malin, like Sagan before him, concocts distorted images in an attempt to discredit the artificiality of the Face. "No matter how the article is interpreted, there is a very strong appearance of impropriety." Malin also refused to respond to McDaniel's queries about his hack job, and why he makes no reference to the work of Dr. Carlotto directly, but merely to an unnamed "tabloid". Third, when it comes to image analysis of Cydonia, NASA puts in the least effort possible: "Neither NASA nor JPL have ever conducted a serious study of the Cydonian objects. NASA refuses to acknowledge the work done by independent researchers. Apparently many NASA personnel are not aware of the work that has been done. Now we find an NSSDC[NASA Space Science Data Center] scientist using low-end personal computer software and bad contrast control to provide a crude enhancement of the Cydonian Face in an article that is supposed to be informative to the public."
I am confused by this above. I use a PPC Mac with a link to a high end SGI box to get my CAD and other high end resolutions. I know that Malin uses even better hardware firmware. I don't know how to answer this charge by you.
Science is supposed to follow the evidence, not make pre-judgements or offer biased and tampered evidence, which is exactly what Sagan and Malin have done. So, my question to you, Mr. Stephens, is how can we trust NASA at all based on those who represent it and their deceitful and misleading actions?
Since this is your conviction without more concrete proof by you I would say if it vexes you so badly and you're so convinced of this deceitful act, I'd go to work for this agency and find out for sure. I did. I have. I say you are in error. Too, I have stayed out of civil service and will never work this element so I can be free to do what I want. (Like when I would not have anything to do with the agency after STS-51L for nearly 2 years)
9.Your own views on UFO's and NASA are contradictory. On the one hand, you say that NASA and the military have reams of records of UFO's entering and leaving Earth's atmosphere, of strange objects buzzing military installations.
You are in error. I only pointed out the DoD data that we are basically forbidden to see. NASA, to my best judgment, after nearly 20 years of intimate involvement, has no data of intruder vehicles. If they did, the NRO or OIA would take this data away from NASA and they have in the past during test flights of STS.
On the other hand, you claim that NASA is honest and truthful to the public.
NASA lied during and after STS-51L. I will never forgive them for this. I do not know them to lie since then or now. Ever.
If NASA is honest, then why hasn't Goldin gotten in front of the press and shown any of this evidence?

10.Why does NASA distort and suppress IRAS data? Why does NASA stay well away from the 1983 discovery of another planet in our solar system? Washington Post Mystery Heavenly Body Discovered, a front page story 31-Dec-1983
A heavenly body possibly as large as the giant planet Jupiter and possibly so close to Earth that it would be part of this solar system has been found in the direction of the constellation Orion by an orbiting telescope aboard the U.S. infrared astronomical satellite. So mysterious is the object that astronomers do not know if it is a planet, a giant comet, a nearby "protostar" that never got hot enough to become a star, a distant galaxy so young that it is still in the process of forming its first stars or a galaxy so shrouded in dust that none of the light cast by its stars ever gets through. "All I can tell you is that we don't know what it is," Dr. Gerry Neugebauer, IRAS chief scientist for California's Jet Propulsion Laboratory and director of the Palomar Observatory for the California Institute of Technology said in an interview.
The most fascinating explanation of this mystery body, which is so cold it casts no light and has never been seen by optical telescopes on Earth or in space, is that it is a giant gaseous planet, as large as Jupiter and as close to Earth as 50 billion miles. While that may seem like a great distance in earthbound terms, it is a stone's throw in cosmological terms, so close in fact that it would be the nearest heavenly body to Earth beyond the outermost planet Pluto. "If it is really that close, it would be a part of our solar system," said Dr. James Houck of Cornell University's Center for Radio Physics and Space Research and a member of the IRAS science team. "If it is that close, I don't know how the world's planetary scientists would even begin to classify it."
The mystery body was seen twice by the infrared satellite as it scanned the northern sky from last January to November, when the satellite ran out of the supercold helium that allowed its telescope to see the coldest bodies in the heavens. The second observation took place six months after the first and suggested the mystery body had not moved from its spot in the sky near the western edge of the constellation Orion in that time. "This suggests it's not a comet because a comet would not be as large as the one we've observed and a comet would probably have moved," Houck said. "A planet may have moved if it were as close as 50 billion miles but it could still be a more distant planet and not have moved in six months time.
Whatever it is, Houck said, the mystery body is so cold its temperature is no more than 40 degrees above "absolute" zero, which is 459 degrees Fahrenheit below zero. The telescope aboard IRAS is cooled so low and is so sensitive it can "see" objects in the heavens that are only 20 degrees above absolute zero. When IRAS scientists first saw the mystery body and calculated that it could be as close as 50 billion miles, there was some speculation that it might be moving toward Earth. "It's not incoming mail," Cal Tech's Neugebauer said. "I want to douse that idea with as much cold water as I can."
I have no data on this at all. But I would definitely get ahold of the HST team and find any data you can on this. This is compelling and I've heard reference to this before. However, NASA would be the first to talk about this sort of thing, not hide it. This would a scientific windfall. Since everything I say is a lie and this whole thing is a waste of both of our time, then, why not yourself begin an adult dialog with the HST team and find out about this. Do a research project on the topic. Then, report online your findings.
If it is a galaxy, it is at least 2 million LY from us. If its a proto planet, at these temps, which is a puzzle to me for data as far as celestial mechanics go since there is no reasonable way for it be this cold, it remains a mystery, if true. At 50 billion miles (over 500 AU) and with a mass that of Jupiter it is beyond the fringe of the outer solar gravitational influence.
Go find out. If you don't start right off with HST as Hoagland would, they will love to answer this as best they can.
Why do various NASA satellites go "out of service" at very convenient times and then suddenly get "fixed" months later?
I don't agree with this assessment by you. Generally the perception is in reverse of fact. Meaning, like NEAR, it glitches at the last firing before coming close to EROS. This isn't some trick, it is a failure because the craft fired the RCS for the first time after long dormancy and then failed. The failure is because it fired, not because of location. If logic is not part of the issue, then "gee, look there, that craft got to where it was suppose to be, fired its engine for entry, and screwed up. Damn, NASA's always doin' that."
No. It failed because it fired, not because of where it was.
In short, Mr. Stephens, Hoagland is a flawed character whose data should certainly be taken with several grains of salt. NASA, however, has done far worse in misleading and lying to the public and denying them their right to knowledge.

I disagree with this last statement. I have told what I know. There is a hell of a lot more. Its good stuff. I have a tougher hide. If NASA got this above they'd trash it for the same reason I told you in the first mail.

1,000 Die in Colombia Quake ARMENIA, Colombia (AP)
The death toll surpassed 1,000 today from a powerful earthquake that destroyed nearly two-thirds of all the buildings in this western Colombian city. But as Colombians reeled from the worst earthquake to strike this seismically active country in more than a century, citizens cheered in the streets of downtown early today when the Red Cross rescued three men trapped overnight in the rubble of a wrecked four-story building.
Stunned residents in Colombia's coffee belt chose to wait out the night around bonfires rather than venture back into their crumpled homes following the magnitude 6 quake, which injured hundreds. The earthquake flattened cities and towns across western Colombia on Monday afternoon, rattling buildings as far away as the capital, Bogota, 140 miles from the epicenter.
Hundreds of the dead lived in Armenia, a city of 220,000 residents where entire neighborhoods were reduced to rubble and left without water or electricity, and where residents say relief has been slow to arrive. Capt. Ciro Antonio Guiza, the city's deputy fire chief, said rescue workers were so strapped that many bodies remained on the streets uncollected. "There are more than 1,000 dead, perhaps more than 2,000 in Armenia alone," he said.
Hundreds of bodies were trapped in 25 buildings that collapsed, he said. In one 10-story apartment building alone, an estimated 60 people were crushed to death, Guiza said. Some 700 buildings were destroyed and 180,000 people left homeless in Armenia alone, Colombian Red Cross official Carlos Gilberto Giraldo told The Associated Press. The injured were being evacuated by air to Bogota, Medellin and Cali, and by road to nearby Manizales, he said.
Without refigerator trucks to store the hundreds of rotting corpses, epidemics could break out, worried Giraldo. Iliana Patricia Vega, 26, paced the working-class Brasilia Nueva district in tears, her bright red dress torn, her right shoulder naked to the cool night. "Oh, my baby, he was so beautiful," she said of her 10-year-old son, Jon Alexander. She was on the second floor with her son and 6-year-old daughter when everything collapsed, killing the boy almost immediately. "Does anyone have any medicine? Can I get some medicine?" she cried, fretting over a nasty gash to the little girl's forehead.
Across the street, Pedro Maria Londono, 46, and the rest of his four-member family were miraculously saved when every room but the one they were in was destroyed. "In 12 seconds, I lost what took 20 years to build," Londono said.
Just up the street, the corpse of Elda Rincon, 54, was covered with a white sheet. "We're going to incinerate my mother first thing in the morning," said 15-year-old Kevin Arboleda, one of the five sons she left. Guiza said 60 percent of the city was destroyed.
Worst hit were the poor southern districts. Some 340 bodies were collected at a makeshift morgue but it would be hours before hundreds more could be recovered, he said. "There's no way to measure this crisis," said Alvaro Patino, Armenia's mayor.
As Colombians reeled from the worst temblor to hit the country since a 1994 earthquake killed 800 people, relief efforts continued through the night. To applause from a crowd in the center of Armenia, Colombian Red Cross workers early today excavated three men who were trapped on the first floor of a four-story building for more than 13 hours. The men were having coffee in a first-floor pawn shop and saved themselves by ducking between a large safe and the wall just before the floors above came down on them.
President Andres Pastrana toured the disaster zone Monday, vowing more federal aid after daybreak and urging his countrymen to chip in. Heeding the call, donors formed long lines at Bogota blood banks and rang telethons. Landslides -- which had slowed the arrival of rescue equipment and supplies -- were cleared, and convoys of government vehicles with cranes and other heavy equipment converged on the disaster zone. An air force plane shuttled rescue equipment, medical supplies, food and blankets to the region late Monday.
Schools and stadiums were converted to makeshift shelters and morgues. More than 350 people were treated at the Southern Hospital in Armenia, where blood smeared the floors and walls and patients spent the night huddled on rusted gurneys. Doctors said at least 40 people had been pronounced dead at the facility. Armenia's three-story fire station tumbled in pieces onto its 14 vehicles. At least nine people were killed when the building's concrete floors and pillars came crashing down. Officers were also feared killed in the collapse of a police barracks. Five members of the Colombian professional soccer club Atletico Quindio -- three Argentines and two Brazilians -- were also feared dead in the ruins of a hotel in downtown Armenia. "There isn't a point in the city's geography which was not affected by this horrific tragedy," Patino told RCN radio. "We need everything ... medicine, clothes ... electric generators," he said, urging Colombians in the United States to send aid. Monday's quake was the deadliest since 1875, when about 1,000 people died in a tremor near Cucuta, a border city with Venezuela.
Colombia's worst disaster was a 1985 volcanic eruption in central Tolima state that destroyed an entire town and killed 23,000 people.
Citizens in Armenia, the provincial capital of Quindio province, were tearing at rubble of concrete and twisted metal with their bare hands, sledge hammers and shovels in a desperate bid to free survivors from the wreckage, said a Reuters photographer in the heart of the disaster zone.
Television footage showed fires raging in the streets of Pereira, capital of neighboring Risaralda province, as rescue workers pulled the partially clothed bodies of victims from beneath the debris.
`We're overwhelmed by the magnitude of this earthquake,'' said Alberto Parra, head of Colombia's Civil Defense network, giving a partial death toll of 253 dead and more than 900 injured.
The National Seismological Institute said the quake, which struck at 1:19 p.m. EST (1819 GMT), measured 6.0 on the Richter scale and was classed as being capable of causing serious damage in a populated area.
The worst-hit area was this provincial city perched in the Andes mountains and surrounded by lush coffee plantations. Parra said at least 200 people had died in Armenia, with a further 30 killed in the adjacent community of Calarca.
At least 23 others died in Pereira and 17 outlying towns and villages covering five separate provinces.
By nightfall, ushered in by a series of powerful aftershocks, the final toll was still uncertain amid reports that at least two villages in southwest Valle del Cauca province had been wiped off the map by the quake.
The quake was the worst to hit Colombia since early 1983 when the colonial city of Popayan, also nestled in the Andes mountains, was wrecked by a tremor that killed more than 300 people and injured over 1,200.
President Andres Pastrana had been due to attend a World Bank meeting in Munich Tuesday but broke off that leg of a high-profile European trip to fly to the disaster zone.
A six-story building, a top hotel, a theater and a police station were leveled in Armenia, while a church and scores of shops and homes collapsed in ruins in nearby Pereira.
Officials declared a dusk-to-dawn curfew in both cities to allow rescue teams to work unhampered and the military set up an emergency field hospital and rushed in army ambulances from the southwest city of Cali to attend the wounded.
Authorities were also reported to have cut off power supplies, fearing that electricity could spark further fires in damaged buildings.
The tremor caused numerous landslides along the main routes leading in and out of Quindio and Risaralda provinces, officials said.
The National Coffee Growers' Federation said it had no immediate reports of damage to Colombia's prized coffee crop, the country's No. 2 export earner, but conceded that phone communications to much of the quake-hit area had failed.
Television images showed the force of the quake had smashed open crypts and sent old skulls and bones spilling out into a graveyard in the town of Cajamarca, in central Tolima province, where one fatality was reported.
Tremors are common in this Andean nation, but most are located so deep beneath the earth's crust that they do little or no damage.
Colombia's National Seismological Institute, however, said that Monday's quake was less than 20 miles (30 km) below the surface -- far less than normal -- and that the epicenter was located in a mountainous region 115 miles (180 km) southwest of Bogota on the borders of Tolima and Quindio provinces.
The institute reported at least 10 aftershocks, the largest of which measured between 5.5 and 5.6 on the Richter scale, but it was not immediately clear if these had caused any additional damage.

An earthquake struck western Colombia on Monday, killing at least 87 people and injuring nearly 850 as it toppled buildings across the country's coffee-growing heartland, police and radio reported.
The early afternoon quake had a preliminary magnitude of 6, according to the U.S. Geological Survey in Golden, Colo. Its epicenter was located in western Valle del Cauca state, 140 miles from the capital, Bogota.
The death and damage toll appeared to be highest in Armenia, Pereira and Calarca -- three cities near the epicenter. ``There's no way to measure this crisis,'' said the mayor of Armenia, Alvaro Pulido. Radio reports said several buildings on the city's main plaza, including a bank and the police barracks, had collapsed. He said thousands of people were left homeless. In Armenia, there were at least 50 dead and more than 500 injured, according to the Colombian Red Cross. Radio reports put the death toll there as high as 100.
One city hospital alone had received more than 500 injured, RCN radio reported. Television footage showed residents frantically trying to extract victims trapped below the debris of a fallen building in the city, the capital of Quindio state. In Calarca, 90 miles west of Bogota, 30 people died and 250 were injured, RCN reported, citing local authorities. Several aftershocks were felt in the town but it was not clear if they added to the damage. In Pereira, a city of 550,000 people and capital of Risaralda state, at least seven people died and 70 were injured, police said. Mayor Luis Alberto Duque declared a 12-hour curfew to aid rescue efforts and said the death toll was likely to rise.
About 200 houses were damaged and some crumbled beneath the impact of the powerful temblor, police said. Television images from Pereira showed several demolished buildings, a taxi flattened under fallen debris and the body of a woman trapped under the rubble. Offices and apartments rattled and swayed in Bogota, where the quake was felt for about 15 seconds. Landslides caused by the earthquake blocked access to some rural areas affected by the quake. President Andres Pastrana delayed a trip to Europe and was en route by helicopter from the capital to Pereira, his office said. The earthquake was felt in most of the country, but the majority of the victims and damages were concentrated in 17 municipalities.

We have been presented in the past few weeks with a spectacle remarkable even on the scale of the ridiculousness common to UFOlogy. Robert Stephens emerged some months ago and began to share some provocative information concerning the subject of UFOs. He was about to be engaged in a debate on Art Bell's radio program covering 200 questions concerning claims made by Richard Hoagland, when his participation was cut from the air. In the midst of the firestorm of debate that followed, he bowed out in a "confession" that labelled himself a "Fraud". Many have said, with some justification, that Stephens' final radio comments were somewhat disjointed, though others have reported that he was particularly cogent in his other appearances. In any case, he has taken his agenda to the written word, and is publishing the "200 questions" he's been talking about.
What is Stephens' agenda? According to him, it is to expose Richard Hoagland as a fraud. Now, I have committed myself not to descend into personal or institutional attacks so common in this domain, as I have far more interesting and productive things to do with my time. But this case is different than the rest. I have volunteered to comment on Stephens' assertion, so let me make six brief points:
1 - If you read my book, you will find no mention of "hyperdimensional physics", "tetrahedral geometry", "19.5", "Cydonia", "Face on Mars", or basically any of Hoagland's signature claims, and I have studied his claims insofar as that is possible from two meetings and numerous reviews of his web site. The reason you won't find any of his claims in my book is because I do not believe Hoagland's evidence supports his assertions. I am and will remain open-minded to all good evidence on any and all subjects, but I have not seen good evidence from Mr. Hoagland up to this point. Generally speaking, that portion of his data that I have seen would not hold up in a pre-trial hearing, let alone in front of a jury.
2 - When I quietly entered this domain a year ago, I began providing private grants to a number of researchers over time, including Hoagland, to see if there was any "there" there. In the case of Hoagland, I have seen nothing of productive value in return.
3 - I can personally witness to the whole "December 7th" craft landing claim, as Richard communicated similar information to me. I listened but chose to ignore it, again for lack of a shred of good supporting evidence.
4 - Do I find evidence that Hoagland conducts fraudulent "science"? My experience with Richard Hoagland suggests Stephens is correct. I have no personal agenda against Richard Hoagland. I am simply stating the truth as I see it.
5 - I do not know Robert Stephens except through a brief dialog concerning my views on Mr. Hoagland. In my dialog with him he has been a careful and clear-headed thinker. I cannot vouch for all of his claims one way or the other, but I can and will support them where I personally am in a position to discriminate fact from fiction. Stephens' point regarding the NRO is likely accurate. I have separate confirmation that our global tracking systems do observe many "unknowns" each month. I agree with his view that the secret to super-luminal propulsion is to be found in systems that will influence time through electromagnetic means. Stephens' questions of Hoagland are extremely serious and should be answered by Hoagland. If they are even mostly true, we will have a crystal-clear picture of why the "guvmint" could never work with the field of UFOlogy in its present state. If Robert's claims are not true, then Hoagland should be able to put this to rest and acquit himself rather efficiently and emerge all the stronger for it.
6 - I cannot speak in any informed way on the alleged "troika" between Hoagland, Bell, and CAUS. From my perspective, I have seen no good evidence that Art Bell is anything but a good entertainer with a broad and effective reach, with an open forum for all kinds of ideas, and perhaps too little discretion on what he chooses to broadcast. In the case of Peter Gersten, though his over-aggressive defense of Hoagland in various venues is mystifying, I have seen his hard work in a thankless task, with a good heart, surrounded as we all are by a swamp of fiction. His work with Corso was significant. A signed affidavit was no small victory.
Whether you agree with Stephens' tactics or not, his points are well grounded, and this is a critical issue and must be addressed for the health of our movement. I thank him for his diligence and courage to confront our weaknesses. Those of us who seriously study the UFO issue are convinced that it is the most important single question facing humanity at this moment in time. It is far too important to have the entire UFO community subjected to derision from Hoagland's unchallenged and unsupportable claims.
If this domain cannot police itself, then it doesn't deserve to be trusted with astoundingly far-reaching and fundamental data. Let us commit ourselves to truth, plain and simple.

26. A Mr. Joe Firmage in part, funded a grant to you to disclaim or prove that your claims were true or false. You disappeared and to my knowledge, this research endeavor has yielded nothing for the money you were so entrusted to deploy. Explain this?
27. Goddard Space Flight Center wants your hide. They inform me and others, particularly an LA Times reporter who wishes to remain anonymous, that he was there when you were there also At Goddard. You photographed copied photos from the moon flights and other space missions, while the pictures were laying there on copy tables under glass. Thus, the natural reflection is now what you are claiming is structures and such on the moon and elsewhere. Your photos and claims are fakes and frauds. Why have you done this?
28. The very photos on your Enterprise Mission site, in general, when checked with the photo archive at NASA-JSC, shows that they are crystal clear and have not the reflections as the Goddard photos have that you have used. Goddard says the day in question they were in a hurry and the photos had reflections. They regret this. You have exploited a falsehood. Why have you done this to the public at large?
29. Why do you not wish to be on any other radio show to debate these very questions organic to your world online, but only on Art Bell?
30. It is perceived by many that you are involved in collusion with Art Bell as an entertainer and nothing more . Respond to this?
31. Are you under paid contract with Art Bell and Jacor Enterprises as an entertainer and thus conclusive to such an agreement in normal practice thus precludes you from answering questions to your claims, and appearances on any other shows other than Art Bell? Explain this perception and charge by many?
32. You have a page sequence of 'Fireballs Over Turret Peak'. The photos you have used are taken from various NASA archives and are solid rocket motor exhaust plumes from vehicles on ascent from either KSC or from Vandenberg AFB. The craft in each case has been removed with a graphic software program. Why have you lied and presented falsified photos to the public at large in the attempt to deceive them?
33. You have never worked for NASA. You are known as being insane. Explain?
34. You post no NASA release statement for all these falsified photos, no different than I had to have Michael Theroux do at borderlands when he hosted my page and had the Smithsonian-NASA link to my painting sample at NASA Headquarters. In this case, I painted the painting, yet, legally, I had to post the copyright and ownership data for the public at large that it was NASA's. Why haven't you done this too for all these falsified and stolen photos on your website?
35. For the Pegasi star signal, what special equipment and early warning devices do you have that gives you this strategic edge to an impending landing on Turret Peak Arizona for the morning of December 7, 1998, over assets owned and operated by NORAD and DoD and other strategic agencies that were immutably not aware of this star signal?
36. Did you have another inside source at DoD or elsewhere that brought this revelation of exclusive data to your attention?

40. Why does the whole Pegasi event trace itself back to you and you exclusively along with crude assistance from Terry Tim Rogers?
41. You harp incessantly on the 'Masonic' connection and its activities regarding NASA when in fact, it is the Mormon connection that is the prime issue back before 1986. Yet, this is never mentioned. The Masonic nonsense is basically a lie. The Mormon connection is far more compelling and a fact. Why do you selectively ignore one for another?
42. What registration wave did you deploy to confirm the Pegasi signal?

53. Under Turret Peak, you state that some machinery was turned on in very large caves and tunnels. Dr. Richard Sauder, the foremost authority on this anomaly, strongly refutes your statement. Explain or counter Dr. Sauder's assessment?
54. I had Model Railroad friends, which is my indoor hobby, and whom live in Phoenix, go up to Turret Peak to explore for old railroad and narrow gauge mining data. They are not UFO people or know anything about you or the Pegasi ship. They reported back to me on the 7th, and the 8th of December, 1998, that there was nothing up there out of the norm at all. Explain this?

You talk and postulate a lie of demented fashion about horizontal snow, occurring with no wind, and that it is falling somehow, which for anyone living in snow prone areas, roughly 80% of the country, reacts to your stated claim as if you are a clown and is laughable by such a postulation as you present such on your web site. How do you reconcile this strange statement and the public's reaction to such inaccuracies?
56. Why did the police have to be called on you by the family of Laura Lee and her husband who threatened you with law enforcement intervention if you would not move out of their home and not leech off them any more. Explain this?

58. Why have you and Mike Bara stolen, non copyrighted material on your websites from The Weather Channel, Unisys, Accuweather, and other copyrighted and not for repost data?

How do you attack me on STS-48 and STS-80, when this is my line of work and I say that what is seen in these two videos, and all other STS flights, is the same anomaly of normal in flight, on orbit, operations. 94. You state that NASA somehow has purposely ignored certain 'geometry' in relation to Cydonia images. What grounds do you have for these charges?
95. Again, since you have access to technology applications that NASA does not, rather than faulting NASA, wouldn't it be prudent to share your technology with NASA to help them see the truth?
96. Why are copyrighted photos from NASA blank for association and copyrighted by the Enterprise Mission. This is illegal?
97. Do have any notion, in lucid fashion, what your tetrahedral claims of everything NASA really conjures. Explain this endless loop of virtual misinformation?

Why do you claim the 'face' enigma when this was first stated by NASA and JPL people as the first photos were coming in and they even posted the 'face' anomaly on the first released prints, attributing the 'face' effect due to poor camera resolution, altitude, sunlight angle, speed of orbital passing, etc., in 1976. Explain this?
106. In contacting NASA headquarters, they never received that self serving, prolix, letter addressed to Dan Goldin, pertaining to the Cydonia revisit, you have posted on your site. Explain this?
107. Why do you have the NASA logo backwards on your page, yet you have all these photos taken from NASA and not one attribute in thanks for providing the photos in the first place. This would be normal professional venue in other 'rational' formats. Explain this contempt for the very source of your being and life?
108. In the Space anomalies area you have purported photos of two objects related to the STS-80 mission flight. NASA steadfastly refused which incensed you. The reason NASA would not appear is because Art Bell, protecting you, his boy, would have cut off and censored NASA. In light of recent circumstances, you want o dispute this statement made by me?
138. For 6-17-1997 you claim to have proof of scientific origins of reverse speech revelations that somehow suggest that NASA is further lying. When this page is accessed, it is gone. Explain this?

NASA put its money where it was charged to do so. Why haven't you?

(CNN) WASHINGTON- Terrorist cyber threats and germ warfare are being targeted by PresidentClinton under a $2.8 billion plan to safeguard the nation. Clinton said that terrorists, recognizing they cannot defeat the United States with military force, are seeking "new tools of destruction."
We must be ready -- ready if our adversaries try to use computers to disable power grids, banking, communications and transportation networks, police, fire and health services of military assets," the president said.
He also warned of the damage a biological attack could have. "We have to be ready to detect and address a biological attack promptly, before the disease spreads."
Clinton said terrorists were seeking new ways to strike and the U.S. must be ready for potentially crippling attacks against computer networks.
Clinton speaks to the National Academy of Sciences. He urged spending $2.8 billion more to safeguard the nation.
"This is not a cause for panic," the president said. "It is a cause for serious, deliberate, disciplined, long-term concern." He said that "we have a better than good chance of success."
Clinton spoke of cyber-era threats in a speech before the National Academy of Sciences, dwelling on a subject of deepening concern and anxiety in the White House. CNN) Numerous tornadoes ripped through several southern states Friday, less than 24 hours after dozens of tornadoes killed eight people and injured dozens more. To the north, in Kentucky and Indiana, tornado sightings were reported.

(AP) - Tornadoes ripped across the South for the second time in less than a week, a punishing storm system that killed eight people in two states and left thousands of people without power early Friday. Wave after wave of twisters hit central Arkansas late Thursday afternoon and evening, collapsing roofs, knocking down power poles and leaving trees strewn about the grounds of the governor's mansion. Seven people died. In Tennessee, a tornado touched down in Clarksville this morning, ripping roofs off buildings. No deaths were reported there but one woman died elsewhere in Tennessee. Just last Sunday, tornadoes killed nine people in the state.

While most of Atwater's residents slept Sunday morning, at least one resident heard a thundering roar that ripped through the early dawn hours, rattling windows in a senior citizen apartment complex. Startled by the horrific noise, an elderly resident stumbled out of bed, peered out the window and noticed a dark hole, fringed with strange star-shaped lines, in the ice of a small lake. What caused it?
Maybe a meteorite, says Atwater Police Chief Reed Schmidt, who has been investigating the sonic-boom-type noise ever since the report was first made to his office Tuesday. Schmidt thinks the hole in Tadd Lake was apparently caused by an object that plummeted from the sky. Schmidt said the elderly woman, who was reluctant to report the incident and insisted on remaining anonymous lest her friends found out and questioned her sensibilities, said she was awakened early Sunday by a loud noise and a vibration that shook the windows. When she got up she noticed a hole in the ice, just 12 feet from shore and just 30 feet from the apartment building on Fourth Street on the southwest side of town. Schmidt examined the site, took photos and placed a weight and float in the 2- to 3-foot circle of open water.
Admittedly fascinated by what may have plunged into the mucky bottom of the 5-foot deep lake, Schmidt called the National Weather Service to find out if there'd been meteorite shower over the weekend. The weather service referred him to the University of Minnesota astronomy department, which referred him to the university's geology department, which said the object probably was a meteorite. Schmidt was given the name of a professor in that department, and, as of Wednesday night, was still waiting for the professor to call back. Schmidt said it doesn't appear the object was a piece from an airplane. He said it appeared that the object "must've been very hot" when it landed because it didn't make a crash impact on the ice, but made an "unusual imprint." He said the object created a level area of open water with a "beautiful star-shaped pattern" around the edges.
Marc Rosa, Atwater's assistant fire chief, saw the hole and said, "My first thought was it was something that fell off a plane. I'm intrigued to find out what the heck it is." If the professor is interested and decides to retrieve the object, Schmidt said it'll likely be intact, because the bottom of Tadd Lake is very muddy. "There's a good possibility that it would not be destroyed or broken," he said. Atwater Fire Chief Greg Tauer said he was not all that curious about the mystery object until he saw the hole in the ice. "Something from the sky made it," he said. "How did it get there? What caused it? We want to find out what it is." Tauer said unless somebody objects, divers from the Atwater Fire Department are scheduled to dive into the hole at 1 p.m. Saturday.
If the object doesn't generate interest from the geological realm, Schmidt said he'll continue to explore the site by using a metal detector. Although he's "extremely curious to find out what's under there," he said he may wait to retrieve the object until spring. "It's driving me crazy wondering what's there and not be able to see it," he said. "But if it's something that's valuable for them (the geology department), I don't want to mess up their possibilities of finding it." Schmidt said the town's residents are starting to speculate on what the object might be. "It's kind of a fun thing to find this close to us." Schmidt said he's relieved that, whatever the mystery object is, landed in the lake and not on someone's roof. "It would've been really devastating if it had hit there."
(Discovery Online) A new volcanic island emerged near Tonga's capital Nuku'alofa, spewing lava and steam into the sky on Monday. Authorities say the island is about 1,000 feet (300 meters) long and 130 feet (40 meters) wide, and is located 30 miles (48 km) northwest of the capital. Tongan officials have issued warnings to vessels traveling near the area.
Tonga has a history of islands suddenly appearing and disappearing. One island emerged several years ago and was named after a Tongan-descended rugby player Jonah Lomu. His fame continues, but the island recently isappeared.

Emails to Kent Steadman regarding a meteor hitting in Alabama

Good evening Kent,
My husband called me this evening shortly after he drove into Birmingham, Alabama traveling south on State Highway 79.He sighted what he believes to be a meteor. He said it was the largest he had ever seen and it was in broad daylight between 4:30PM and 5:00PM CST. It was as large as his fist on his extended arm. The body of this fireball itself was a brilliant white color and it had a red and green tail. It was traveling from north to south and was about 45 degrees above the horizon. He also said that while it did appear to be falling, it was still traveling in a more straight forward than downward direction.
This sighting took place in an area called Tarrant City, just outside of the Birmingham city limits to the northeast. Was just wondering if there had been any other sightings from anywhere else today.

Hello everyone. Since it has been universally disclosed and concluded that I am a fake and a charlatan and a liar---in essence, a Fraud, it should be fitting to close the last final chapter on this debacle in true, revealing fashion in the same venue as my undoing was set in motion.
So, with that fact stated, that last little item is still those vexing 199 remaining questions I was invited to debate with Richard C. Hoagland, esteemed plank owner of The Enterprise Mission, but was deprived from asking.
And since there seemed to be a problem in understanding my syntax of language, which is English, and through this confused state, Mr. Hoagland was unable to answer question number 1, its only fitting to be fair to Richard Hoagland to answer that question on his own venue with no interruptions to his own satisfaction. Then, on to question number 2 and so on, until all 199 have been addressed.
So, with all due triumph in mind for the winning team of Hoagland-Bell & Co. in round one in which if you don't like the question, shut off the questioner, this time, we just go straight to question number 2. This and all others are based solely on The Enterprise Mission web site. No tricks.
And it stands to reason that since question number 1 proved to be correct, and since the ‘host’, Art Bell, would not allow the question to be asked or answered, it is then easy to assume the other 199 questions are also true in charges of being lies. Consider.
Then a re-engagement is in order. To tidy up loose ends. To ferret out all 'Fraud'.
This is simple. I and the other 20 million Bell listeners and the others out there who still have all these questions need addressment. This is only fair in light of the awesome ‘truth’ endeavor that Bell-Hoagland & Co. is under in coming forth with said ‘truth’.
Conditions of debate:
1. Debate will be as originally outlined by Art Bell himself in his phone call to my home.
2. Art Bell moderates Stephens ‘Fraud’ verses Richard Hoagland. Debate title: ‘Fraud’ vs. Richard Hoagland.
3. Debate runs all 4 hours as promised.
4. Debate is comprised of 200 questions based solely on the Richard Hoagland Enterprise Mission web site from 12-10-1998.
5. No cut off by Bell because he doesn't like ‘Fraud’s’ questions to the debatee.
6. If all 200 questions are not answered to the satisfaction of Richard C. Hoagland then another show will be dedicated for Richard C. Hoagland and Fraud to conclude the debate format in due venue.
7. After the debate has concluded, the moderator, the debater, and the debatee are allowed to voice there assessments within a reasonable time limit. Art Bell will use no 'clickers' or other editing or cancellation tools unless the debaters get unruly or use profanities. Art Bell will not distort or edit 'Fraud' or Richard C. Hoagland.
8. Art Bell will read no phony preamble, secret agent crap from Tom Bearden or any other strange savant from the UFO community to dramatize the issue as he did in the first 15 minutes on 12-30-1998. Another words, no phony crap. The two debaters present should be all the 'strangeness' required for showmanship and ratings.
Simple conditions. And since Art Bell’s ratings have dropped since 12-30-1998 this is an opportunity for Bell to rescue his show a little bit.
Errata --------
If Art Bell and Richard Hoagland refuse to assent to the re-debate, then a national press release will be issued pertaining to the fact that Art Bell is not interested in fair reporting, but rather is interested in tabloid journalism in its worst form with the intent to deceive. This, of course, is in keeping the integrity of the UFO regime intact publicly for complete intended credibility.
Too, since Robert A.M. Stephen’s sanity is questioned two more conditions should be considered at this time: First, a professional medical report can and will be publicly issued testifying that ‘Fraud’s’ mind is in fact, sound, ready to deploy in planned debate which was aborted by Art Bell. Second, if this is still a question, then a neutral debater will be brought to bare under the title of ‘Fraud’ verses, Richard Hoagland. Same format, different debater. The debatee, Richard C. Hoagland, can then have the choice to indulge in the unusual luxury of either debating the original ‘Fraud’ or a surrogate ‘Fraud’ in name only.
Just as we found out that Robert A.M. Stephens is a virtual ‘Fraud’ in every way a person can be a fraud, it is only fitting, and being absolutely objective, that the UFO Culture weed out ALL ‘Fraud’ for the betterment of the whole culture and field of endeavor combined. Under the present circumstances, only the first element of the ‘Fraud’ has been revealed, ala Robert A. M. Stephens. The second possible Fraud concerned with this issue remains illusive, by choice.
The field of UFOs and everything under this umbrella of study must not let this immutable unanswered clarity go unchallenged, or, then, everyone and anything having a connection to it comes to question. Or, put in even clearer terms, this UFO field of study then must conclude upon itself that it is infected with a form of ‘selective disinformation’. And that further testifies to itself that what is good for forcing the ‘guvmint’ to come clean, is not the same protocol that is implemented for the UFO culture and its ‘own’, like Richard C. Hoagland and Art Bell and others, to come ‘clean’ too. One must then serve the other or all is lost. And since like Stephens' lie was found, there was also the first 'lie' that was found out in the beginning 'debate' on the Art Bell show made by Richard Hoagland, then it stands that the other possible 199 lies need to be revealed also.
Quite logical, actually. Quite fair too, for credibility sake.
Since that then becomes an immutable fact, it brings us back to the first post I ever mentioned on the Montana UFO: “if the field of UFO studies does not police itself in the eyes of the investigator, all parties, then how be it any doors of disclosure will ever come about from outside the UFO regime itself.
This assessment still, then, stands as a glaring beacon of immutable truth.
Let the re-debate then be so scheduled.
Far and wide, let the Art Bell-Richard Hoagland entertainment juggernaut note your feelings on this subject with emails as soon as possible after you figure out what you should do for yourself.
You should direct all demands for clarity and disclosure to the great UFO cultural triad: Art Bell, Richard C. Hoagland of the Enterprise Mission, and CAUS. Do not tell me your thoughts, since I am publicly answering this already herein.
And lastly, should Bell-Hoagland & Co. refuse the re-debate, along with the press release, the 200 questions will also be released on the internet for the UFO community itself to then present to the parties of concern for answering on their own. (MSNBC) NASA data concludes 1998 set record ‘by wide margin’. Leading weather and climate scientist are meeting this week for their annual convention, but what sets this year’s apart is the data that serves as a dramatic backdrop: NASA measurements that show 1998 was the warmest year in 138 years of record keeping.
NASA’S LATEST data confirm monthly reports in the second half of 1998 that showed nearly every month had broken the previous record. “Global surface temperatures in 1998 set a new record by a wide margin,” NASA researchers said in a recent report. The average global temperature last year was 0.34 of a degree Fahrenheit warmer than the previous record, in 1995, they added. The researchers noted too that a warming trend since the mid-1970s exceeds that of any previous period of equal length since the collection of weather data began about a century ago.
In the United States, it’s clear that 1998 did not match the record warmth of 1934 — a Dust Bowl year — but last year was the warmest in at least 40 years, the researchers at the Goddard Institute for Space Studies said. “The warmth is beginning to hit home; the United States this year is experiencing its warmest year in the past several decades,” they wrote. The report is among the latest data being digested by top meteorologists meeting this week in Dallas for the annual American Meteorological Society meeting, where the theme is “Climate and Global Change.”

But it really took off last week when news leaked that the tabloid Star was conducting DNA tests to confirm or refute the rumors once and for all, provoking a frenzy of speculation in Washington after the story leapt, in the usual fashion, from the Drudge Report to the New York Post to papers around the world.
Using the Starr Report's FBI analysis of Clinton's DNA as its reference, Star paid former prostitute Bobbie Ann Williams, the source for the Globe article, and her 13-year-old son for their story and blood samples. And the result: "There was no match. Not even close," says a Star source. (The Starr Report contains sufficient data to make a valid DNA comparison to rule out paternity.) But if the tabloid was disappointed by the results, it's putting up a good, Brill's Content-ready front. Says editor in chief Phil Bunton: "We investigate dozens of stories every week, and if they don't prove to be true, we don't run them."

My daughter just sent me an email about a large blue flash over the night skies
in Anchorage. She stated that it was like an explosion which was felt 50 miles
northeast (all the way to the Mat-Valley) in the towns of Palmer and Wasilla.
She indicated the military is up to something.

I was just watching the local news out of Anchorage Alaska. Their lead story was about a strange light flash and minor earthquake that followed the flash of light. One of the persons that they interviewed said that he saw what appeared to be a " ball of fire falling from the sky that was trailed by a stream of light and when it impacted the ground there was an immense flash of light and a minor earthquake." According to the Alaska Tsunami Warning Center there was a 2.2 earthquake approximately 65 miles north of Talkeetna Alaska. This might be worth checking into for your website.

My daughter reports the streak in the sky was a meteorite falling over Willow,
Alaska. Willow is 100 miles northwest of Anchorage, and this blue explosion
was felt rattling windows from East Anchorage all the way north in the Matanusaka
Valley and up the Parks Hwy to Willow and beyond.
Now I took the initiative to email the news room at KTUU the ABC Anchorage affiliate to ask about this event. KTUU has a video cam which captures 4th Avenue in downtown Anchorage and very visibly angles to the North east displaying a magnificent view of the Chugach Mountains range and SKY. They should have an image of this anomalous blue streak shooting through the air.

Federal Emergency Management Agency (FEMA) officials are urging the emergency management, fire and emergency services communities and the public to get ready now for Y2K. "It is very important that counties, municipalities, school districts and other organizations that have not yet begun to work on Y2K issues, start now," FEMA Deputy Director Mike Walker said. "While some failures will be minor annoyances, some may have more serious consequences."
The Y2K issue is worldwide and refers to electronic and computer system problems that may occur because of the inability of date-sensitive devices to compute "2000" when systems move from 1999 to the Year 2000 (Y2K). Virtually all systems that rely on computers or electronic devices that refer to date and time may be affected by Y2K in one way or another. This includes power, dispatch and communications systems, 911 systems, microcomputers, and much more.
In a recent FEMA survey of state emergency management directors concerning Y2K issues at the state and local levels, the directors reported that although Y2K fixes are well underway in state-level emergency preparedness offices, the emergency service systems of many counties and municipalities remain untested. "Generally states and the larger local governments are aware of and making some progress toward resolving Y2K issues, however, many smaller local governments as well as some state and territorial governments seem not to be aware of the problem," Walker said. "Clearly the most serious potential for problems is at the local level, and this is what we are concerned about."
In February and March, FEMA will conduct Y2K Consequence Management workshops around the country to identify critical issues, assess vulnerabilities, review contingency plans and consider policies and decisions that need to be taken to deal with possible Y2K consequences. Participants will include state Y2K emergency coordinators, emergency managers and state fire marshals as well as regional representatives of FEMA's Federal Response Plan partners.
Many states also reported that they have not developed contingency plans specifically for Y2K problems; instead they plan to address problems under existing emergency plans or they expect to have their systems Y2K compliant in time. Most states expressed some level of concern over the possibility of power failures, especially where power is provided by smaller utilities. Other areas of concern cited by the states include limited or lack of resources to assess, test and validate systems and fixes for Y2K problems. "Every community, every organization and every individual has an obligation to learn more about their vulnerabilities and take action to prevent potential problems before they occur." Walker said. "Potential problems need to be identified and addressed now."
As chair and coordinator of the Emergency Services Sector (EES), FEMA is one of 34 sector coordinators working with the President's Council on Y2K Conversion, headed by Presidential Advisor John A. Koskinen. The EES group is working to make sure that all segments of the nation's emergency management community operate normally through the cross-over period from 1999 to the Year 2000 and beyond. National Guard exercises unprecedented since World War II set for May Y2K

The National Guard is planning its first national mobilization of troops since 1940 in preparation for civil unrest resulting from the Y2K millennium bug, WorldNetDaily has learned.
The National Guard Bureau in Washington is currently formulating plans for a mobilization test, in conjunction with the Federal Emergency Management Agency. If Y2K causes a complete shutdown of all communications, the National Guard will need a way to mobilize troops, according to several officers who believe their careers would be at risk if their names were made public. These officers spoke separately with WorldNetDaily. Each is in a position to know about the plans at a national level within the National Guard Bureau. "What's driving this thing are the folks underneath the senior leadership," said one officer. "Some of the IT guys and command and control guys are the ones who are driving this because they see what the problem is," one of the sources told WorldNetDaily in an exclusive interview.
The plan as it is now being designed, will be a mock mobilization of all 480,000 members of the National Guard in all 54 states and territories. Exercise COMEX/MOBEX will be conducted without telephone, radio, or television to get the word to all guard members. "This will be a simulated COMM-Out," explained another member of the group. "In other words, the standard method of recall, the telephone, will not be an option. The driver for this exercise is Y2K," she added.
Concern about potential panic and unrest over Y2K failures of communications, power, and transportation has prompted the National Guard Bureau to plan for the worst. If such a scenario occurs, the guard will need to be mobilized through some means other than standard electronic communications. Exercise COMEX/MOBEX will be a test, not an actual mobilization. Guard members will be contacted, but they will not actually have to report.
WorldNetDaily spoke with several full-time guard members who work at the national level. Each is an officer, and each is concerned that the public is not being properly informed of the extent and seriousness of problems -- including civil liberties issues -- associated with the Y2K computer bug. "I've taken an oath, and I don't see some of the senior folks following through on their oath," explained one officer of his reasons for making this known. "Not only is my oath to the Constitution, but it's to the people. As far as I'm concerned, the faster and sooner people are educated on this stuff the less panic will ensue." Another officer is equally concerned and agreed. He pointed out that people panic when they are caught unprepared and unaware. He says the Clinton administration should be doing more to prevent panic. "No one with any leadership has stepped forward and said we need to take prudent steps," he explained. "The Canadians are way ahead on this. They've already told their folks. They're doing a good job of letting their people know what's going on."
WorldNetDaily has also learned that all military and civilian federal employees are scheduled to be paid a little differently in December 1999. Payroll for January 2000 will be paid a month early. One of the officers says that is to place guard members in a situation where they cannot refuse duty in the Y2K crisis because they will have already been paid in advance."Our guess is, we've been paid so if we don't show up we're defrauding the government. I think that's what the rationale is, although they'll tell us it's to keep the troops happy. Bull. People won't be able to get their money out of the banks anyway," predicted one of the officers.
The Defense Department is reported to be far behind in preparations for Y2K compliancy. It is working only on mission-critical systems, according to Sen. Bob Bennett, R-UT, chairman of the Senate Special Committee on the Year 2000 Technology Problem. The National Guard is no exception. "The field units are way behind," explained one source. "There's no way in hell we're going to be compliant by March 31, 1999 (the target date announced by the National Guard)."
A letter from the National Guard Bureau will soon be in the hands of every adjutant general. The letter will inform the guard leaders of each state about COMEX/MOBEX and how it will be conducted. Although the exercise, tentatively scheduled for May 1 and 2, will be no secret, the various aspects of the exercise will be kept under wraps until the mobilization begins. "Everyone knows it's coming, but there's going to be scenarios written into it," explained one officer. "There will be as many different things they can throw into it at once to see how the command-and-control structure handles it."

It appears the Federal Government, mainly the Emergency Management Office, surprised local stations around the nation with the strange and new (E.A.S.) Emergency Action Service announcement that read "A CIVIL AUTHORITY HAS ISSUED A REQUIRED TEST" which was scheduled for 30 minutes as opposed to the 30 second test we are all familiar with. It was reported by James Heecock, Program Director of the local NBC affiliate KING 5 television in Seattle, Washington "This was a new Emergency Announcement System that was implemented in January 1998. It took us by surprise. It appears they want to WHIP US INTO SHAPE".
Similar stories from ABC, CBS, and FOX came in. John Walters, Engineer Director of CBS affiliate KIRO channel 7, also in Seattle stated "part of the new system allows E.A.S. to occur over cable stations without notice, which was not in effect until this month. This was part of the problem and what caught us off guard ".
Having spoke with other stations in the area as well as emails from all over the nation, it did in deed catch many affiliates unprepared. Many questions still go unanswered. 1) Is there an increase threat to our nation, whether it be Y2K, Earthquakes, Volcanoes, or Terrorist Threats. One thing is for sure, we have not seen the last of an ongoing intense effort to increase notification of disaster, in perhaps our very near future.

During Mr. Stephens' several appearances on my program, he has generally spoken eloquently and with clear substance of knowledge about the STS program and other intriguing issues. Certainly, some of his statements have been factually and technically innaccurate; however, it appears, at this point in time, that Robert Stephens may be anything but a fool.
His 'confession' now posted on my website which praises various people reads as a contrived, mocking, and sarcastic piece designed to neatly remove him from the UFOlogy venue. It fits the profile of a classic 'extraction' operation: Mr. Stephens completed whatever it was he came to do...and has now gone.
There is much more to Robert Stephens than we now know. Research has demonstrated who he is NOT...but just who and what IS he?
