THE STORM, packing 80 mph winds, was expected to pass to the
north of the Leeward Islands, but it could threaten the northeastern Caribbean
if it shifts to the south. The governments of Antigua, Barbuda, Anguilla, St.
Martin, and St. Barthelemy issued tropical storm watches.
“The forecast still keeps the center of Floyd well to the north and east of
the islands... They may feel the tropical storm force winds at the periphery
of the system,” said John Guiney, a hurricane specialist at the National Hurricane
Center in Miami.
