(CNN) Southern Mexico reeled Tuesday from heavy rains that saw rivers burst their banks, killing at least 19 people and forcing more than 100,000 from their homes. The Mexican government declared a state of emergency in the states of Tabasco, Michoacan, Jalisco and Puebla, while Veracruz, Hidalgo and Chiapas states dealt with evacuations and storm-related deaths. Warning that water levels would rise further, state authorities urged people to evacuate low-lying communities in Tabasco.
