Ohio Under State Of Emergency, Floods...02/22/00

PORTSMOUTH, Ohio (AP) - The Ohio River continued rising Monday and many of its tributaries remained swollen from heavy rains over the weekend. Flooding contributed to the deaths of two people in southeast Ohio. A woman died Monday when she became trapped in her submerged car in Scioto County, about 85 miles southeast of Cincinnati. Her three children - ages 5, 6 and 8 - escaped from the car and were rescued from the water, authorities said. Two of the children were hospitalized in fair condition; the third was in critical.

In Meigs County, a man was killed Sunday when his boat overturned in high water on a road near Middleport, a dispatcher said. Although several Ohio River tributaries have already began receding in some areas, the National Weather Service said the river was not expected to crest until early Tuesday in Cincinnati. In West Virginia, Gov. Cecil Underwood extended a state of emergency to a total of 21 counties after heavy weekend rains flooded homes and businesses across the state.

The declaration allows the National Guard to help clear roads, deliver emergency medication or assist where emergency vehicles cannot travel. Three people died Friday during a rescue attempt when an inflatable boat capsized on a swollen creek near Charleston.
